On June 8, the U.S. Senate approved the bipartisan U.S. Innovation and Competition Act of 2021 (USICA).

The legislation marks a whole-of-government approach to American competition economically, technologically, and diplomatically with China. USICA combines the Endless Frontier Act, Strategic Competition Act, and other R&D legislative initiatives totalling USD $250 billion. The Endless Frontier Act title will reform and provide a needed stimulus to the National Science Foundation (NSF). The Strategic Competition Act title increased the focus around America’s diplomatic initiatives against a rising. Other Senate priorities included on the bill span from subsidies for semiconductor manufacturing and Open Radio Access Networks (Open RAN), to human space exploration and 1,500 pages of further Senate priorities. Taken together, the bill is America’s first dance with large scale industrial policy, and marks the largest injection of non-military public funds in emerging and new technologies in decades.
