Access Alert: CEPT advances innovative spectrum use for IoT satellite connectivity

This week, the CEPT has adopted a new decision (ECC/DEC(25)02) that allows for an innovative use of spectrum in Europe, enabling satellite connectivity for millions of off-the-shelf IoT modules. With the new decision, the 862–870 MHz band for Short Range Devices (SRD) will be also used to support communications with satellites. After conducting a comprehensive regulatory and technical analysis, it was concluded that terrestrial and satellite services can coexist in this frequency range, under the harmonised technical parameters detailed in the Decision. This means that IoT modules that traditionally rely on unlicensed SRD bands on LoRa standard will be able to connect to satellites as well, gaining a new alternative for enhanced connectivity, especially for remote areas.

The next step for this innovative use is the implementation of the new Decision in each European country to allow the seamless deployment of IoT modules powered by satellite connectivity. Satellite-enabled IoT modules can support impactful use cases such as agriculture monitoring, water consumption efficiency, and early detection of environmental changes and prevention of disasters, among many others, particularly in hard to reach and rural areas. Since the new CEPT Decision builds on an existing standard supported by millions of off-the-shelf modules, the economic impact and potential multiplier effect may differ significantly for early adopters. Prompt national implementation is key to ensure a consistent and coordinated rollout of satellite-enabled IoT services, benefiting connectivity, innovation, and spectrum efficiency across the region. The work done by CEPT can also serve as a benchmark for other regional bodies and national regulators to explore the innovative use of spectrum, which enables applications and services that enhance social and economic well-being.
