Carlo is a Philippine-licensed lawyer specialising in antitrust, trade law, and telecoms regulation. Prior to joining Access Partnership, Carlo worked for the Philippine Competition Commission.

Meet Carlo

Carlo is a Philippine-licensed lawyer specialising in antitrust, trade law, and telecoms regulation. Prior to joining Access Partnership, Carlo worked for the Philippine Competition Commission, where he gained extensive experience in policy analysis and advocacy. Carlo participated in the crafting of critical domestic ICT legislation and led the agency’s efforts in the conduct of the Philippine’s first spectrum auction. He was also involved in the negotiations of several trade agreements, including the ASEAN-led Regional Comprehensive Economic Partnership.

Carlo previously worked in a top Philippine corporate law firm and taught law subjects at the De La Salle University-Manila. He holds a Master of Public Policy degree from the London School of Economics and Political Science, a Juris Doctor degree from the Ateneo Law School, and a BA in Economics from the Ateneo de Manila University. He speaks English and Filipino.
