Chris has worked in ICT regulation since 2000, in both the public and private sectors. He is an adviser to industrial clients and to national regulatory authorities on all matters of policy, with a specialism in the regulation of satellite services, including both ground and space segments, which have sector-specific technical, operational and regulatory requirements.

Internationally, he has participated in the work of the International Telecommunication Union (ITU) Radiocommunication Sector and Technical Standardization Sector, and in other bodies including the International Maritime Organization (IMO) and International Civil Aviation Organization (ICAO). He has also done work at the European Telecommunications Standards Institute (ETSI), the International Electrotechnical Commission (IEC), the Radio Technical Commission for Aeronautics (RTCA), and the Radio Technicam Commission for Maritime Services (RTCM).

He is a graduate of the London School of Economics and Political Science.
