Daphné devises reports on country-specific licensing processes and regulatory best-practice for the use of several services, including satellite or terrestrial communications. Her recent projects have focused on the regulatory review of SMS and VoIP services utilising cloud technology in 80 countries, as well as the data privacy obligations associated with this service. She regularly attends European Conference of Postal and Telecommunications Administrations (CEPT) meetings, advising clients on current and prospective regulatory changes that may affect the positive development of current projects or forthcoming business plans.
Daphné obtained an MA in Political Science from the University of Geneva and an MA in Latin America and Caribbean Studies from the University of London. She works in English and French and has a particular interest in the development and regulation of telecom environments in the Caribbean, Europe and West Africa.
