John Ure was a Professor and Director of the Telecommunications Research Project (TRP) at the University of Hong Kong (HKU) until in 2007 he relocated and became co-Director and joint founder of TRPC Pte Ltd (Singapore) with Dr Peter Lovelock, until its acquisition by Access Partnership. John is an economist, principal author and editor of Telecommunications in Asia: Policy, Planning and Development (HKU Press 1995, 1997) and Telecommunications Development in Asia (HKU Press 2008) and numerous research papers and publications in international journals. He is also on the editorial advisory boards of Telecommunications Policy and Digital Policy, Regulation and Governance journals.
John has wide experience in consultation work for UN agencies such as the World Bank, the IFC, the ITU, UNDP, UNESCAP and others, and for many private sector companies, policy makers and regulators across the Asia Pacific and Central Asia. Since 2020 he has assembled a HK Team to manage data-sharing projects in Hong Kong based upon a trusted-third party model whereby a university acts as the Data Processor and gatekeeper of a Data Trust. HKU hosted the Data Trust 1.0 (Inter-Modal Transport Data-Sharing Programme) and HKPolyU will host Data Trust 2.0 from which a digital twin of HK’s road and rail networks will be built supporting several research application pillars (RAPs) covering areas such as new service discovery, tools for emergency responsiveness, and for smart city integrated transport planning including decarbonising public transport.
