Helen is a Senior Manager with more than 15 years of experience in telecommunications policy and regulation. She recently held the position of Manager at Ofcom in the Consumer Policy team before joining Access Partnership, and has also worked for the Uganda Communications Commission (UCC) where she was responsible for licensing and compliance in telecommunications, broadcasting, and post for over a decade. Helen has specialist knowledge in areas such as licensing and compliance regimes, consumer data mobility, fixed broadband usage, infrastructure, radio spectrum management, and universal access.

Helen holds a BEng in Telecommunications from Makerere University, an MSc in Communications Management from the University of Strathclyde, and an MSc in Engineering Projects and Systems Management from Kingston University (London).
