John is an Engineering Manager for our Multilateral Organisations team. He monitors the regulatory environments around the world and advises clients on matters related to spectrum policies, spectrum engineering, and certification, in the aviation, satellite, telecom and drone sectors. John carries out regulatory due diligence and provides expert contributions to standardisation committees and rulemaking bodies at regional and global levels through UN agencies including ICAO, ITU and EASA to create performance based regulatory frameworks. In ICAO, John was the UK appointed Member for the Communications Panel under the governance of the Air Navigation Commission. John works in English, French and Italian.
Prior to joining Access Partnership, John worked as Spectrum Manager and Communications, Navigation Surveillance Policy Lead in the Intelligence Strategy and Policy division of the UK Civil Aviation Authority. He also worked as drone policy lead where he contributed to the formative stages of the new European drones’ regulatory framework. John has held roles in the aviation industry as a communications expert in Brussels based EUROCONTROL, and as strategy lead for SITA for the global Air Traffic Control product portfolio, where he worked on creating industrial partnerships for bringing innovative and disruptive technology such as High Altitude Platform Systems – HAPS – to the aviation market place. He holds a master’s degree in aeronautical engineering from the University of Glasgow.
