Prior to Access Partnership, Luca interned at the Central Bank of Luxembourg and the German Marshall Fund of the United States. Within tech policy, he is interested in the geopolitics of global tech competition – in particular, supply chain issues and semiconductor manufacturing – as well as regional divergences in data privacy regulations and governance.
He holds an MA in International Relations from Johns Hopkins University and a BA in History from King’s College London. Luca speaks English, French, German, and Romanian.
