Sadatoshi worked for the International Maritime Organization (IMO), the International Mobile Satellite Organization (IMSO), the Japanese government, and Japanese satellite companies in the field of engineering and regulatory issues related to maritime satellite communications, and provided expert services on international standards developed by IMO, ITU and Cospas-Sarsat, as well as domestic regulations developed by the Japanese authority on various satellite services such as Inmarsat and Thuraya.
Most recently, he worked for IMSO in London and led the assessment of a new satellite service for recognition as a GMDSS mobile satellite service at IMO. He also led oversight activities of the existing GMDSS mobile satellite services (Inmarsat and Iridium) recognised by IMO.
He holds an MBA degree from Bond University in Australia, a master’s degree on digital contents from the Digital Hollywood University in Japan, a master’s degree on contingency management from the Open University of Japan, and a bachelor’s degree in radio communications from the Japan Coast Guard Academy.
