The Ministry of Digital Economy and Entrepreneurship (MoDEE) announced on 10 February 2022 the public consultation on the draft National Charter of Artificial Intelligence (AI) Ethics, marking MoDEE’s efforts in the implementation of the provisions of the Jordanian Artificial Intelligence Policy that was approved by the Council of Ministers at the end of 2020.
The aim of the national charter is to support the application of artificial intelligence technologies within ethical principles, while at the same time supporting innovation, creativity, and the investment environment in Jordan. The national charter has been prepared by the MoDEE, in collaboration with experts in the public and private sectors, and in civil society and academia, and introduces a set of principles and guidelines for the Ethics of AI. These principles and guidelines promote the rule of law, human rights, democratic value and diversity. They also consider ethical issues for the use of AI, such as the accountability of AI systems, their inclusiveness for all segments of society, their transparency and impartiality in taking decisions, as well as ethical issues relating to the privacy and protection of personal data, the protection of intellectual property and the promotion of human values.
In addition to the national code of AI ethics and the principles and guidelines for the responsible use of AI technologies, the draft National Charter provides principles relating to the virtual environment and the Metaverse, as well as the ethics of scientific research on AI, the risks of not complying with the National Charter, and general guidelines and recommendations to ensure best compliance with the National Code of Ethics for Artificial Intelligence.
In terms of the target group, the national charter applies to public and private institutions, international and local organizations, civil society organizations, and individuals or groups. This includes developers of AI technology, users, operators, investors, partners, and other forms of contributors to the development of AI technology, directly or indirectly, both inside and outside the Kingdom of Jordan.
