旅客輸送サービスの現状調査:人口減少下の課題と展望

Read the content in English 著者: Abhineet Kaul (Access Partnership), Swee Cheng Wei (Access Partnership), Chailyn Ong (Access Partnership) アドバイザー: Dr. Tomoaki Watanabe (GLOCOM), Dr. Masato Ito (GLOCOM), Tatsuo Tanaka (GLOCOM) 日本の旅客輸送は、質が高く広く利用されている一方で、昨今注目が高まっているタクシー不足をはじめ、社会の変化によって新たな課題に直面している。今回実施した利用者調査からも、アクセスの問題がすでに顕在化しつつあり、多くの国民が将来の交通機関の維持に不安を抱える現状が浮かび上がった。 日本の旅客輸送は、長年安全性、効率性、そして運行時間の正確さに代表される高い質を誇ってきた。しかし、社会が高齢化、過疎化、そして労働人口の減少に直面する中、全国民に十分な輸送サービスを提供し続けるためには、現状と交通戦略の再検証が必要である。 輸送サービスにかかる検証の第一弾として、政策コンサルティング会社の Access Partnership と、国際大学グローバルコミュニケーションセンター(GLOCOM)は、移動手段にかかる全国的な利用者調査を実施した[1]。 既存の調査には例の少ない、大都市圏以外の住民の移動実態について、地域の特徴や人口構成を考慮して調査した。具体的には、(1)大都市圏の郊外、(2)中都市、(3)人口5万人以下の市町村、の三地域に分けて、バスや鉄道などの大量輸送機関、タクシー、そしてその他の個人輸送が、住民のニーズを満たしているのかを調べた。 全地域で自家用車移動が中心だが、輸送サービスへの信頼も根強い 通勤・通学を含む週あたりの移動回数は平均4.9回で、22%の人が一日あたり1時間以上を移動に費やすことが分かった。 移動手段では、大都市の郊外では電車も3位に入ったが、いずれの地域でも自家用車が1位で、車依存が目立つ(表1)。 一方、約半数(49%)の回答者が「日本の輸送サービスは諸外国と比べて優れている」と回答し、輸送機関への根強い信頼が表れている。 表1:都市規模別に毎週利用する人が多い移動手段(回答者の割合)
