Corporatization and Privatization of Telecommunications in ASEAN Countries

Which factors can be identified to explain what Governments do or do not do in the realm of telecoms reform? Petrazzini has recently suggested an explanation in terms of a country’s political system. Looking at the ASEAN countries I focus instead on the need for local social forces committed to the idea of national development. I argue for research which is country-specific.
