Television Policy In An Era of Convergence

Just as the communications industries have been “coming together”, so too the various policy-makers have found themselves meeting at the crossroads of convergence. The problem which we seek to highlight through this document is that policy-makers need to forge a new path to address the agenda of convergence, and not simply head down one existing industry path at the expense of others. Where broadcast policies used to be determined by issues of content, it is our contention that Hong Kong’s new television policy – and by association its policy towards audiovisual production industries – runs the risk of being determined by issues of technology, licensing and the means of conveyance.
