Universal access to or at least a more equitable distribution of access to ICTs is widely regarded as a means towards the reduction of poverty, especially in rural areas. This belief is more usually asserted than demonstrated. Although it is not the remit of this paper to examine this particular aspect of universal access it is necessary to recognize that between the two sides of the correlation, access and poverty reduction, the path of causality is by no means certain.
