Policy-Induced Competition: The Telecommunications Experience

This paper reviews the experiences of previous regulatory openings to competition in the telecommunications market, attempting to determine what worked, what didn’t, and why. On the basis of this evidence, the author forecasts the likelihood and the direction of local competition using the unbundling model. He also considers other sources of competition and focus on deregulatory actions (in the spirit of the Telecommunications Act) that could unblock alternative technologies that would bring competition to this market.
