TRPC Director on FT, 1 Mar 2016: “Why can’t the ‘expert hackers’ write the code?”

Sir, If Apple can write code to bypass an iPhone password, but then fears that expert hackers will steal it, why cannot those same expert hackers write the code for themselves? Indeed, why cannot the FBI do the same?

Is it because, in order to do so, the code for the iPhone itself first needs to be known? And if that is so secure, then why would the code not be equally secure? There seems to be a missing link in the logical chain of argument.
