Access Alert: GPAI Summit 2023 – advancing international cooperation on AI

The Global Partnership on Artificial Intelligence (GPAI) is an international and multi-stakeholder initiative that aims to guide the responsible development and use of AI, grounded in human rights, inclusion, diversity, innovation, and economic growth. The GPAI Summit is an annual event that has been taking place since 2020. It was launched with 15 members and now consists of 29 members, including the United States, United Kingdom, European Union, India, Australia, Canada, Brazil, and Argentina.

Significance of GPAI

The initiative provides an important platform for international cooperation on AI development and regulation. By bringing together experts from different countries and sectors, the initiative helps to promote responsible AI and develop innovative solutions that benefit society and the economy. The previous GPAI Summits had focused on various themes, such as Responsible AI, Data Governance, the Future of Work, Innovation, and Commercialisation. The 2022 GPAI Summit took place in Tokyo, Japan, in November 2022.

India’s Role in GPAI

GPAI’s Council is an all-member body with co-chairs from members representing the outgoing host, current host, and incoming host of the annual summit. The co-chairs presently comprise Japan, India, and France. India was entrusted with the Presidency of GPAI for 2022-23 during the annual summit held in Japan and is leading the Council from November 2023 to November 2024. This year, the GPAI Summit 2023 will be held in New Delhi, India, from 12-14 December 2023.

India joined GPAI as a founding member and has been an active participant, aligning with its commitment to the development of AI and its governance. It has contributed to the organisation’s working groups and initiatives, emphasising the need for ethical and inclusive AI. After taking over the presidency of the G20, India assumed the presidency of GPAI in November 2022. This opportunity of leading both the G20 and GPAI brought India a unique opportunity to head the emerging tech front. As the chair of GPAI 2023, India is poised to play a significant role in bridging the gap between AI advancements in developed nations and the Global South.

GPAI 2023

The GPAI Summit 2023 has the potential to be a platform for in-depth discussions on AI regulations, the impact of AI on climate change, and fostering international collaboration in AI research. Delegates are likely to explore new principles and guidelines to steer AI towards a responsible and ethical future.

The Ministry of Electronics and Information Technology (MeitY), in collaboration with the Centre for Responsible AI (CeRAI) at IIT Madras, is organising a Research Symposium, which will provide a platform for Indian and international academics and researchers to collaborate with other AI experts and present their work in front of a global audience. The symposium will focus on seven key areas, including the principles of responsible AI design, the role of communities, human-in-the-loop AI, addressing regional disparities in AI design and access, and exploring ethics in the global context across key sectors. Some of these research topics align with the principles outlined in the Hiroshima G7 AI process, indicating that progress might be made on the Hiroshima AI Process Comprehensive Policy Framework at the GPAI.

In the India-US Corridor for GPAI Ministerial, the US-India Business Council (USIBC) is working to hold a session on AI Innovation and Commercialisation. The summit will also see the submission of technical papers and policy briefs where industry experts, academics, and think tanks will showcase their contributions to promote Responsible AI.

In the run-up to the GPAI Summit, India has been hosting a series of working group meetings to raise awareness around GPAI outputs and enhance knowledge sharing between GPAI working groups and member countries. This would increase awareness and knowledge sharing among experts in the field of AI.

While a detailed agenda for the GPAI 2023 Summit has not been released yet, the key focus areas have been outlined to include global health, collaborative AI, climate change, resilient society, and the ethical use of AI. The summit represents a crucial milestone in the global AI landscape as it underlines the need for cooperation and collective efforts to harness the potential of AI for the benefit of all. India’s active role in GPAI signifies its commitment to shaping the future of AI in an ethical and responsible manner.

The government is likely to leverage the GPAI summit and utilise India’s presidency in the next two years to promote commercialisation in the area of AI.

GPAI 2024

The elections for the next chair of GPAI have been conducted, and the official results on the next host country for GPAI’s Summit 2024 will be announced during the GPAI 2023 Summit. The rotating presidency system ensures that member countries take turns hosting the event.
