Access Partnership at the Global Conference on Cyber Capacity Building

Access Partnership actively participated in the inaugural Global Conference on Cyber Capacity Building (GC3B) held in Accra, Ghana, last week, joining leaders and organisations in the cybersecurity domain from around the world. Co-organised by the Global Forum on Cyber Expertise, the World Bank, the Cyber Peace Forum, and the World Economic Forum, the GC3B facilitated high-level discussions on elevating cyber resilience as a fundamental driver of development.

In alignment with this objective, Access Partnership co-hosted a luncheon with the US Department of State, addressing the deployment of cybersecurity resources to the developing world. The event witnessed the presence of cyber ambassadors and officials from the EU, African Union, US, Netherlands, Mozambique, and the Dominican Republic. Distinguished experts from the Global Digital Inclusion Partnership and the private sector also contributed to the discussions. The deliberations explored various mechanisms, including public-private partnerships and strategies involving financial and regulatory de-risking.

These pivotal discussions contributed to the formulation of the conference’s outcome document, the Accra Call. The document delineates 16 specific actions from governments and partners to advance cyber resilience and digital opportunities within emerging markets.

The Call seeks to propel cyber resilience into development agendas and enhance broader objectives through effective, demand-driven capacity building. Key focus areas include reinforcing the role of cyber resilience in sustainability, promoting tailored and sustainable capacity programs, fostering multistakeholder partnerships, improving coordination, and mobilising resources for implementation. The progress made in these areas will undergo comprehensive review at the subsequent GC3B, scheduled for 2025.

One of the core takeaways from the GC3B is the recognition that a coordinated global effort is imperative to facilitate secure digital transitions for every nation. This underscores the importance of international collaboration and strategic initiatives in enhancing cybersecurity and supporting the digital transformation agenda globally – an intersection that Access Partnership will continue to be at the forefront of.
