Access Partnership attended this year’s Lebanon Internet Governance Forum (IGF) – one of the many National and Regional IGF initiatives (NRIs) of the IGF, an annual forum on global internet governance. The National IGF of Lebanon (LIGF), established in 2017, aims to foster discussions and collaboration on pivotal internet policy matters pertinent to Lebanon. Though autonomous, an NRI, coordinated by the United Nations’ IGF Secretariat, abides by the fundamental IGF principles, such as being transparent, inclusive, and non-commercial in nature.
This year’s LIGF, held in Beirut in January 2024, was titled “Effective Governance for a Better Internet in Lebanon” and addressed critical aspects for a safe, secure, and transparent internet in the country, including the impact of cybersecurity, the state of Lebanon’s telecommunications sector, Internet of Behaviours, the accountability of social media platforms, and the role of multistakeholder collaboration.

Telecommunications sector in flux
Lebanon acknowledges challenges in its telecommunications sector. Issues like frequency spectrum management and outdated infrastructure were highlighted. Discussions focused on improving network readiness through options like fibre optics and satellite internet. Affordability and ensuring equitable access for all citizens were also emphasised.
Cybersecurity concerns take centre stage
Lebanon faces a significant cybersecurity threat, with frequent malware and spyware attacks targeting various industries. The government and organisations are taking steps to improve defences, including advanced cybersecurity strategies and awareness programmes.
Data protection needs an update
Data protection is a growing concern. Stakeholders discussed the importance of data governance and compliance for organisations handling personal data, including the importance of having data protection officers. The current legal framework for cybersecurity and data protection is considered outdated and in need of revision to address evolving technologies and threats.
Balancing convenience and privacy in the age of IoB
The forum addressed ethical considerations surrounding the Internet of Behaviour (IoB) – a process whereby AI is used to spot and analyse different behavioural patterns online through data analysis – including employee monitoring and personalised learning in education. Balancing user privacy and the convenience of data collection was a key theme of the forum.
Social media: Finding the right balance
Discussions on social media platforms focused on the need for clear criteria for content removal, while respecting freedom of expression. Responsible platform behaviour and user education were also stressed.
Looking forward: Collaboration is key
Lebanon is undergoing a digital transformation, but faces challenges in infrastructure, cybersecurity, and regulations. The government is actively working on a more robust policy framework for the digital sector. Collaboration between stakeholders – tech companies, policymakers, academia, and civil society – is crucial for crucial for developing effective policies and regulations and ensuring a secure and sustainable digital future for Lebanon.
