Satellite Regulation
Shaping satellite regulations for global connectivity
For over 25 years, we have developed regulations so new space networks can serve as many people as possible, worldwide and with fairness. We continue this for non-Geostationary (NGSO) satellite systems and Direct-to-Device (D2D) links. We have created rules and driven adoption of these services through regional and national processes in over 100 countries, partnering with regulatory authorities across the globe to develop best practice.
Regulators worldwide recognise our long-time collaboration through our continued partnership.

We optimise outcomes to regulators and governments by:
- Ensuring regulators have ready access to best-in-class rules governing NGSO and D2D
- Developing policy frameworks that balance competition and consumer protection
- Measuring impacts and assessing benefits that will maximise inclusive and growth on fair terms

We optimise outcomes for companies by:
- Navigating complex regulatory landscapes to secure swift market access and technology adoption
- Driving global regulatory harmonisation, aligning international and national frameworks to maximise reach and impact.
- Quantifying socio-economic impacts, demonstrating benefits to drive inclusive and equitable digital growth
Their team offers a unique blend of legal, regulatory, technical, and economic expertise, and has been developing rules to enable the space sector for more than 25 years.

CASE STUDY
Streamlining NGSO Market Access
We supported national regulatory authorities in developing world-class rules for NGSO systems that allowed their government departments, businesses and citizens to take advantage of these throughput and flexibility of these new space networks.
We supported the deployment of ‘cell-tower-in-space’ satellite technology to expand global connectivity, conducting in-depth market access analysis across jurisdictions, identifying regulatory requirements and policy conditions for service rollout. In parallel, we developed a comprehensive spectrum availability map to help gauge potential demand for the technology across different regions. Our work provided the strategic insights needed to prioritize markets, streamline entry, and accelerate global expansion.
