The Plenipotentiary Conference 2018, or “Plenipot”, is the top policy-making body of the International Telecommunication Union (ITU) that decides the four-year roadmap of the organisation, and supports internal policy development on telecom issues. The ITU is a UN specialised agency that manages the allocation of global radio spectrum, develops technical standards for telecommunications, and provides capacity building to member states to improve their access to ICT.
Dubbed by some as a “UN takeover of the Internet”, the outcomes of Plenipot have major implications for the global ICT industry, particularly regarding Internet governance, cybersecurity, Internet of Things, digital privacy, surveillance, blockchain, artificial intelligence, over-the-top (OTT) services, and more.
