The Plenipotentiary Conference 2018, or “Plenipot”, is the top policy-making body of the International Telecommunication Union (ITU) that decides the four-year roadmap of the organisation, and supports internal policy development on telecom issues. The ITU is a UN specialised agency that manages the allocation of global radio spectrum, develops technical standards for telecommunications, and provides capacity building to member states to improve their access to ICT.
