The European Commission is seeking feedback regarding a common EU position to be negotiated by Member States on behalf of the EU at the upcoming World Radiocommunication Conference 2023. The WRC-23 will be held in the United Arab Emirates from 20 November to 15 December 2023, where the Radio Regulations, a treaty-level document, will be amended.
Not being a full member of the International Telecommunications Union, the EU does not have voting rights at the WRC. However, since spectrum policy is a shared competence between the EU and EU Member States, a Council Decision is taken based on a Commission proposal for a common EU position regarding spectrum issues which fall into EU competence. These positions complement European Common Positions adopted by CEPT, which is a separate international organization for a wider European membership that includes all EU member states.
Feedbacks are sought in areas inter alia.
- The European Copernicus program.
- The use of the 6 GHz band for future services.
- The improvement of safety in the maritime safety.
- Any other issue where EU policy areas are affected such as electronic communications, transport, space, climate change etc.
