Ilaria Bencivenga speaks at the Cloud Communications Alliance Thought Leadership Breakfast

Policy Manager, Ilaria Bencivenga, spoke yesterday at the Cloud Communications Alliance Thought Leadership Breakfast in London where she presented EU regulatory developments for Over-the-Top (OTTs) providers.

OTTs are experiencing great economic growth, garnering the attention of the National Regulatory Authorities’ (NRAs). In this context, their growth needs to be framed within the current and developing regulatory requirements and obligations. Almost all EU member states have implemented the European Electronic Communications Code (EECC), which categorises OTTs as Interpersonal Communications Services, number-based and/or number-independent. With the implementation of the EECC, obligations for OTTs providers are now real, and the success of OTTs operators hinges on market access and ongoing compliance.

Further, NRAs still have many lingering issues to solve at a regulatory level, for example, the use of nomadic numbers, know-your-customers rules, emergency services, ID caller, sub-assignment of numbers, interoperability, and so on.
