Paolo specialises in economic policy analysis, with a particular focus on digital markets and public utilities. Before joining Access Partnership, Paolo worked as an economist for the Philippine Competition Commission, where he led several projects in the energy and transportation sectors. With his expertise in competition policy and antitrust law, Paolo hopes to make significant contributions towards the effort to ensure that the gains from the fourth industrial revolution are shared equitably.

Paolo holds a Master of Public Policy degree from the University of Oxford and a BS in Business Economics from the University of the Philippines Diliman.
