Tech Policy Trends 2023 | Infrastructure and supply chain security in the EU

Since Ursula von der Leyen introduced the idea of leading a ‘Geopolitical Commission’ in 2019, the EU has placed security and resilience at the forefront of its ambitions. The COVID-19 pandemic and the war in Ukraine have accelerated these goals, stretching Europe’s supply chains to their limits while highlighting the bloc’s susceptibility to global shocks.

2023 promises to be a crucial year for the Commission as it seeks to redress these issues in the last full year of its mandate. From emergency instruments that will shore up critical resources to physical and digital infrastructure directives designed to build incident response capacity, a wave of legislation is set to be implemented over the coming months – and the implications will stretch well beyond Europe’s borders.

To highlight the importance of these issues, Access Partnership has included EU infrastructure and supply chain security as one of our 10 Tech Policy Trends to watch over the next 12 months. Each year, the report leverages our expertise across government relations, policy analysis, and compliance and licensing to offer objective insight into the key issues that will shape the evolution of the technology sector. This year’s edition offers more detail than ever before.

What role will private companies play in building the public sector’s operational capabilities? Which international schemes might those same companies exert pressure on the EU to align with by leveraging that support? How will Member States’ cooperation levels be tested at a time when trust and collaboration have never been more fundamental?

Access Partnership’s Tech Policy Trends report not only answers these questions but does so by considering the full context, always bearing in mind the ongoing debate over whether the EU is going too far or not far enough. Our even-handed analysis balances the challenges and opportunities of future developments to leave you a step ahead of the headlines. Download the report to find out more.
