Since Ursula von der Leyen introduced the idea of leading a ‘Geopolitical Commission’ in 2019, the EU has placed security and resilience at the forefront of its ambitions. The COVID-19 pandemic and the war in Ukraine have accelerated these goals, stretching Europe’s supply chains to their limits while highlighting the bloc’s susceptibility to global shocks.

2023 promises to be a crucial year for the Commission as it seeks to redress these issues in the last full year of its mandate. From emergency instruments that will shore up critical resources to physical and digital infrastructure directives designed to build incident response capacity, a wave of legislation is set to be implemented over the coming months – and the implications will stretch well beyond Europe’s borders.
