Với dân số trẻ và hiểu biết về công nghệ, Việt Nam đang có vị trí thuận lợi để hưởng lợi từ kinh tế số. Quốc gia này có đến 70% công dân dưới 35 tuổi, tỷ lệ biết đọc và viết ở nhóm 15-35 tuổi là trên 98% (vượt qua tỷ lệ toàn cầu 91%) và hơn một phần ba dân số sử dụng điện thoại thông minh. Ngoài ra, Việt Nam có nền kinh tế Internet tăng trưởng nhanh thứ hai Đông Nam Á với tổng giá trị giao dịch (GMV) các dịch vụ kinh tế Internet được dự đoán sẽ tăng trưởng 29% mỗi năm từ năm 2020 đến 2025. Nhận thức được những triển vọng kinh tế quan trọng mà kỹ thuật số có thể đem lại, chính phủ Việt Nam đã ban hành một loạt chính sách nhằm tăng cường áp dụng và đổi mới kỹ thuật số trong nước, trong đó nổi bật là chính sách “Công nghiệp 4.0” và ‘Chương trình Phát triển Thương mại điện tử Quốc gia Việt Nam giai đoạn 2014-2020”. Tuy nhiên, quốc gia này vẫn đang đối mặt với một số rào cản để có thể khai thác tối đa các lợi ích công nghệ số. Những rào cản này bao gồm các quy định pháp lý có thể hạn chế Việt Nam đạt đến tiềm năng tối đa của hệ sinh thái công nghệ trong nước, cản trở khả năng kết nối kỹ thuật số, cũng như thiếu hụt nguồn nhân lực có kỹ năng số. Chẳng hạn, người dùng Internet ở Việt Nam thường xuyên gặp phải vấn đề kết nối chậm, tốc độ băng thông rộng trung bình ước tính chậm hơn đáng kể so với các nước Đông Nam Á – chậm hơn khoảng mười lần so với Singapore và chỉ bằng một phần ba Malaysia . Đây là những rào cản trọng yếu cần được giải quyết để Việt Nam có thể khai thác tối đa tiềm năng kinh tế của mình bằng công nghệ.

Đại dịch COVID-19 càng làm rõ nét hơn tầm quan trọng của chuyển đổi số đối với các hoạt động kinh tế trong ngắn hạn và tăng khả năng phục hồi nền kinh tế trong dài hạn. Bằng cách hỗ trợ doanh nghiệp kết nối với khách hàng thông qua công nghệ số, bắt đầu lại các hoạt động kinh doanh và giảm thiểu tắc nghẽn hậu cần, công nghệ có thể giúp doanh nghiệp kiểm soát các tác động kinh tế nghiêm trọng do COVID-19. Một nghiên cứu cho thấy, đại dịch đã đẩy nhanh tiến trình cách mạng số tới năm năm, tạo cơ hội cho Việt Nam tiếp tục tiến lên cùng làn sóng số mới. Chuyển đổi số sẽ là yếu tố quan trọng thúc đẩy các nỗ lực phục hồi kinh tế của Việt Nam, đồng thời tăng cường nội lực của nền kinh tế sau đại dịch và trong tương lai. Để làm được điều này, các nhà hoạch định chính sách phải hiểu giá trị kinh tế tiềm năng của các ứng dụng công nghệ đối với Việt Nam – và những bước cần thiết để hiện thực hóa các giá trị này.

AlphaBeta đã thực hiện một nghiên cứu (do Google ủy nhiệm) nhằm xem xét tầm quan trọng của công nghệ số đối với nền kinh tế Việt Nam, đặc biệt là trong các lĩnh vực phi công nghệ. Nghiên cứu này cho thấy rằng nếu được tận dụng tối đa, chuyển đổi số có thể mang lại giá trị kinh tế hàng năm lên tới 1.733 nghìn tỷ đồng (74 tỷ USD) cho Việt Nam vào năm 2030.

Các thông điệp chính của báo cáo này bao gồm:

  • Chuyển đổi số mang lại lợi ích kinh tế đáng kể cho Việt Nam. Nếu được tận dụng tối đa, các công nghê số có thể tạo ra giá trị kinh tế lên tới 1.733 nghìn tỷ đồng (74 tỷ USD) vào năm 2030. Con số này tương đương khoảng 27% GDP của cả nước vào năm 2020. Khoảng 70% cơ hội số của Việt Nam đến từ các công nghệ có khả năng giúp doanh nghiệp và người lao động giảm thiểu các tác động kinh tế do COVID-19. Ngoài việc quản lý các tác động tức thời của đại dịch, chuyển đổi số cũng rất quan trọng đối với việc tăng cường khả năng phục hồi kinh tế của Việt Nam sau đại dịch và trong tương lai – Ví dụ, các nền tảng thương mại điện tử trực tuyến có vai trò rất quan trọng trong việc thúc đẩy lĩnh vực xuất khẩu của Việt Nam vốn đang bị ảnh hưởng nặng nề bởi đại dịch.
  • Ba lĩnh vực hành động cần thiết để Việt Nam nắm bắt tối đa cơ hội số: (i) phát triển hệ sinh thái công nghệ trong nước; (ii) nâng cao kỹ năng số cho người lao động và sinh viên; và (iii) phát triển môi trường thuận lợi cho thương mại số.Việt Nam đã rất nỗ lực trong việc tăng tốc chuyển đổi số, tuy nhiên vẫn còn một số điểm quốc gia này cần xem xét thực hiện. Cụ thể là, các quy định hỗ trợ cho phép tổ chức tài chính và công ty công nghệ tài chính (fintech) thử nghiệm sản phẩm và dịch vụ tài chính sáng tạo (ví dụ: “Cơ chế quản lý thử nghiệm FinTech” của Singapore), tăng cường tập trung vào “kỹ năng mềm” để hỗ trợ giáo dục kỹ thuật (ví dụ: phương pháp sư phạm “dạy và học dựa trên hiện tượng” của Phần Lan) và thông qua các tiêu chuẩn được quốc tế công nhận để đảm bảo khả năng tương tác của các khuôn khổ kỹ thuật số (ví dụ:“ Khuôn khổ về quyền riêng tư của Diễn đàn Hợp tác kinh tế Châu Á – Thái Bình Dương ”và “Hệ thống Quy tắc Quyền riêng tư Xuyên Biên giới của APEC”).
  • Google đóng góp đáng kể vào hành trình chuyển đổi số của Việt Nam ở cả ba lĩnh vực hành động nêu trên thông qua các chương trình, quan hệ đối tác và sản phẩm. Với các công cụ số như Google Cloud và các chương trình “Bệ phóng cho các nhà phát triển game độc lập” (Indie Games Accelerator), “Bệ phóng khởi nghiệp: khu vực Đông Nam Á” (Google for Startups Accelerator: Southeast Asia) nhằm hỗ trợ sự phát triển của các công ty khởi nghiệp sử dụng công nghệ trong cả lĩnh vực truyền thống và mới nổi, Google thúc đẩy một môi trường định hướng sáng tạo cho phép các doanh nghiệp mở rộng quy mô hoạt động và hiệu quả về chi phí. Thông qua các chương trình kỹ năng số như “Bệ Phóng Việt Nam Digital 4.0” (Accelerate Vietnam Digital 4.0) và “Lập trình tương lai cùng Google” (Coding for the Future with Google), Google hỗ trợ phát triển nguồn nhân lực có kỹ năng số, đặc biệt cho doanh nghiệp siêu nhỏnhỏ và vừa(MSMEs) mong muốn tận dụng sức mạnh của công nghệ số để nâng cao năng suất và tiếp cận khách hàng. Các sản phẩm khác của Google như Google Play và chương trình phối hợp với chính phủ cũng giúp đẩy nhanh quá trình vươn ra thế giới của doanh nghiệp trong nước. Ngoài ra, Google còn tạo điều kiện giải quyết việc làm ở Việt Nam. Bằng cách giúp doanh nghiệp khai thác các nguồn doanh thu mới và mở rộng hoạt động kinh doanh thông qua ứng dụng Google Ads, AdSense và YouTube, Google đã gián tiếp tạo ra 170.000 việc làm tại Việt Nam.

Unlocking Vietnam’s Digital Potential: Harnessing the economic opportunities of digital transformation with Google’s contributions

With a young and tech-savvy population, Vietnam is well placed to benefit from the digital economy. With 70 percent of its citizens below the age of 35, a high literacy rate of over 98 percent among those aged 15 to 35 (surpassing the global rate of 91 percent), and more than a third of the population who use smartphones, Vietnam has a young, educated and technologically-savvy population. The country also has the second-fastest-growing Internet economy in Southeast Asia, and the gross merchandise value of its Internet economy services is expected to grow at 29 percent per annum between 2020 and 2025. In recognition of the significant economic prospects presented by digital technologies, the government has established a range of policies to advance digital adoption and innovation in the country, such as the “Industry 4.0” policy and the “Vietnam National E-commerce Development Program 2014-2020”. However, Vietnam still faces several obstacles to fully unlocking the benefits of digital technologiesThese include regulatory obstacles that could constrain the full potential of its local tech ecosystem, limited digital connectivity, and a shortage of digital skills. For instance, Internet users in Vietnam have also been facing slow connectivity issues, where the average broadband speed is estimated to be significantly slower than other Southeast Asian countries – about ten times slower than Singapore, and at a third of Malaysia’s. These are important hurdles the country needs to address in order to capture the full economic potential afforded by technology.

The COVID-19 pandemic has amplified the importance of digital transformation in expediting short-term economic recovery and boosting long-term economic resilience. By allowing businesses to engage customers digitally, resume business operations, and address logistical bottlenecks, technologies can help businesses manage the severe economic impacts of COVID-19. A study has found that, globally, the pandemic has effectively pushed forward the digital revolution by five years, providing an opportunity for Vietnam to ride the next digital wave. Digital transformation will be important to boost Vietnam’s economic recovery efforts and enhance the long-term resilience of its economy in the post-pandemic future. This also makes it essential for policymakers to understand the potential economic value of technology applications for Vietnam – and the necessary steps to realize it.

AlphaBeta has conducted a study (commissioned by Google) to examine the economic significance of digital technologies in Vietnam, especially in non-technology sectors. This study finds that if leveraged fully, digital transformation can unlock VND1,733 trillion (USD74 billion) worth of annual economic value in Vietnam by 2030.

Key messages from the research include:

  • There is a significant economic prize attached to accelerating Vietnam’s digital transformation. If fully leveraged by 2030, digital technologies could create up to VND1,733 trillion (USD74 billion) in economic value. This is equivalent to about 27 percent of the country’s GDP in 2020. Of the total digital opportunity, a substantial 70 percent could be driven by technologies that help businesses and workers mitigate the economic impacts of COVID-19. Beyond managing the immediate impacts of the pandemic, digital transformation will also be important to boost resilience in the post-pandemic future – the use of online e-commerce platforms, for example, will be crucial to boosting Vietnam’s heavily pandemic-impacted export sector.
  • There are three areas of action required for Vietnam to fully capture its digital opportunity: (i) develop the local technology ecosystem; (ii) digitally upskill workers and students; and (iii) develop a conducive environment for digital trade. While Vietnam has already made significant efforts in accelerating digital transformation, there is scope for the country to consider further actions. These include supportive regulations that allow financial institutions and fintech players to experiment with innovative financial products and services (e.g., Singapore’s “FinTech Regulatory Sandbox” program), increasing “soft skills” focus to complement technical education (e.g., Finland’s “phenomenon-based teaching and learning” approach), and adopting internationally-recognized standards to ensure interoperability of digital frameworks (e.g., the “Asia-Pacific Economic Cooperation Privacy Framework” and “APEC Cross Border Data Privacy Rules System”).
  • Through its programs, partnerships, and products, Google is making a significant contribution to advancing Vietnam’s digital transformation journey across all three pillars. Through the provision of digital tools, such as Google Cloud, and programs such as “Indie Games Accelerator” and “Google for Start-ups Accelerator: Southeast Asia” to support the growth of tech-based start-ups in both traditional and emerging sectors, Google promotes an innovation-oriented environment that enables businesses to scale in a cost-efficient manner. Through digital skills programs like “Accelerate Vietnam Digital 4.0” and “Coding for the Future with Google”, Google is supporting the development of a digitally skilled workforce, particularly for micro, small and medium-sized enterprises (MSMEs) that aspire to leverage digital technologies to improve productivity and customer outreach. Google products such as Google Play, as well as programs organized in partnership with the government, also help accelerate the internationalization of local businesses. In addition, Google facilitates job creation in Vietnam. By enabling businesses to unlock new revenue streams and expand their businesses through the use of Google Ads, AdSense, and YouTube, Google indirectly supports 170,000 jobs in Vietnam.
