From the viewpoint of the telecommunications industry, debacle is probably not-too-strong a word to use to describe the outcome of the European auctioning process for third generation mobile phone licenses during the summer of 2000. The UK and German governments raised close to US80 billion between them, and this was hailed at the time a great success.
