Carlo is a Manager in our Philippines office. He plays a key role in shaping policies and driving impactful strategies at the intersection of law, policy, and technology.

Backed by ten years of legal and policymaking experience, Carlo has played a key role in shaping national policies and driving impactful strategies at the intersection of law, policy, and technology. He has worked with governments, multilateral institutions, and tech giants in crafting innovative solutions across diverse issues, including telecom regulation, trade, competition, digital transformation, and institutional development.

 

Carlo serves as a consultant for the Asian Development Bank, providing technical assistance in implementing its cybersecurity and artificial intelligence agenda. He also provides policy support for the Philippines’ National Government Reform Program, specifically for the justice, security, and local government sectors. He previously consulted for the USAID Better Access and Connectivity Activity, where he contributed to reforming the Philippines’ telecommunications regulatory framework, as well as with the United Nations Development Programme, where he developed a sustainability plan for the country’s flagship digital inclusion initiative.

 

Carlo previously worked at Access Partnership in the London office, providing expert analysis on various digitalisation and trade-related projects. He also managed market access and regulatory engagement for leading tech companies at various treaty-making forums of the International Telecommunications Union.

 

At the Philippine Competition Commission, he worked in the Legislative Liaison and Legal Services units, contributing to key domestic ICT legislation and other key policies, as well as leading efforts on the Philippines’ first hybrid spectrum auction. He also participated in negotiating competition chapters in major trade agreements, including the Regional Comprehensive Economic Partnership (RCEP).

 

Carlo previously practiced law at a top Philippine corporate law firm and taught law at De La Salle University-Manila. He holds a Master of Public Policy from the London School of Economics and Political Science, a Juris Doctor from Ateneo de Manila University, and a BA in Economics from the same institution.
