Patrick is a Senior Advisor to Access Partnership and an expert in telecommunications.


Patrick is a highly accomplished Telecommunications and Electronics Engineer with over twenty years of leadership experience in ICT regulation, spectrum management, and digital transformation. He holds an MSc in Operational Communications (Distinction) from Coventry University, UK, and a BEng in Electronics and Telecommunications from the University of Zambia.
He has advised governments, regulators, and industry stakeholders on ICT policy, spectrum strategy, and digital governance. He has represented client interests at multilateral and regional fora, including the International Telecommunication Union (ITU) and the African Telecommunications Union (ATU), where he advocates for evidence-based regulatory positions and equitable digital inclusion.
Previously, Patrick served as Director General of the Zambia Information and Communication Technology Authority (ZICTA), the ICT regulator, where he led national ICT reforms, introduced a converged licensing regime, and drove digital inclusion through rural connectivity programs and cybersecurity frameworks. His leadership attracted significant foreign investment in the mobile sector, enhanced regulatory efficiency, and positioned Zambia for data economy growth.
Patrick combines strong technical acumen, governance expertise, and diplomatic skill in navigating complex stakeholder environments. His work is distinguished by strategic foresight, innovation, and commitment to advancing Africa’s digital transformation agenda
