Makhtar is a Senior Advisor to Access Partnership on radiocommunications and an expert in ITU processes.


Makhtar is a Senior Advisor to Access Partnership on radiocommunications, supporting clients with WRC-27 preparations. He is also Senior ICT Policy and Regulatory Advisor and President of ICTs Advisory, Market, Policy & Regulatory Group (iAMG), where he leads projects on digital economy strategy, spectrum management and regulatory reform across Africa and the Arab region. Since 2019, he has served as a member of Senegal’s National Digital Council.
Previously, Makhtar headed the Regulatory and Market Environment Division at the International Telecommunication Union (ITU) in Geneva, helping countries design and implement enabling ICT policy and regulatory frameworks. Before that, he held senior roles at Senegal’s regulator (ARPT) and at Sonatel, including Director of Studies and International Affairs, Technical Director, Head of Frequency Management, and Head of International Affairs, as well as Permanent Secretary of the West African Telecommunications Conference (CTOA).
A telecommunications engineer specialising in radiocommunications, Makhtar also holds an MBA in Finance and Accounting. He works in French and English.
