Bharat B Bhatia

Senior Advisor

Bharat is a Senior Advisor for Access Partnership, specialised in ICT policy, regulation, and spectrum management.

With more than five decades of experience in ICT policy, regulation and spectrum management, Bharat has played a central role in major national and international telecom developments. He previously led the international spectrum team at Motorola Solutions in the US and, before that, spent 22 years at the Department of Telecommunications, Government of India, where he helped open the sector to private players, designed and managed India’s first GSM licensing process and contributed to the country’s National Frequency Allocation Plans.

 

Bharat Bhatia is President & CEO of the ITU-APT Foundation of India (IAFI), a regional and international organisation recognised by the ITU and a sector member of all three ITU sectors. He also serves as Vice Chairman and Head of Asia Pacific for the Wireless World Research Forum (WWRF), chairs the ITU-R WP5D General Working Group on 5G and 6G framework standards, and leads the APT Wireless Group Task Force on Radio Local Area Networks. He is Vice Chair and Editorial Chair of APG, the APT preparatory group for WRC-27.

 

A veteran of global standard-setting, Bharat has been an active participant in WRCs, WTSAs, WTDCs and Plenipotentiary Conferences for over 25 years. He pioneered ITU work on public safety communications, including the PPDR concept and ITU Resolution 646. He holds a Bachelor of Engineering from the University of Delhi, is a Fellow of the Institution of Electronics & Telecommunications Engineers (IETE) and has completed executive programmes at the National University of Singapore and George Washington University.
