As a Senior Manager at Access Partnership, Tommaso specialises in cybersecurity and EU digital policy. He leverages his extensive background in policy, research, and consulting to help clients analyse and shape policies that align with technological advancements and emerging regulatory frameworks.
Before joining Access Partnership, Tommaso was a Managing Consultant at ICF Consulting, where he led impact assessments and policy evaluations for DG CNECT. Prior to ICF, he worked as an external expert for various research and policy institutions, including ENISA, where he supported the agency’s early work on cybersecurity education and skills development. Additionally, he managed projects at the intersection of technology and national security at the EUISS in Brussels and the Istituto Affari Internazionali in Rome.
Tommaso has been invited to numerous international conferences as a guest speaker, and his writings have appeared in Lawfare, Net Politics, AffariInternazionali and Routledge textbooks.
He holds a PhD in Cybersecurity from the University of Oxford, where his research focused on tackling the cybersecurity skills shortage. He also earned a Master’s Degree in International Relations from the University of Bologna and was a visiting student at the Hertie School, the Josef Korbel School of International Studies, and UCLouvain. Tommaso is fluent in English, Italian, and French, with a basic knowledge of German.
