The Argentine National Executive Power has officially launched the “Neutral Wholesale Network” Programme (Programa “RED MAYORISTA NEUTRAL”), a significant initiative set to reshape the country’s telecommunications landscape. It aims to bridge the digital divide by providing financing and/or equipment to licensed Information and Communications Technologies (ICT) service providers (mobile, reliable and intelligent telecommunications, and value-added internet access services). The programme explicitly excludes networks intended for direct commercialisation to end-users, focusing solely on wholesale infrastructure.

ENACOM (Ente Nacional de Comunicaciones) has outlined several key purposes for the programme, including:
- Expanding 5G Coverage: Accelerating the rollout of high-capacity networks, particularly 5G, in remote and underserved areas.
- Promoting Neutrality and Interoperability: Fostering an open, shared, and efficient ICT ecosystem through a Neutral Wholesale Network.
- Reducing the Digital Divide: Ensuring affordable, accessible, and quality connectivity for all citizens.
- Stimulating Investment: Encouraging public-private partnerships and the participation of cooperatives, SMEs, and regional smaller operators.
- Improving Service Quality: Modernising existing infrastructure and installing 5G nodes in areas with deficient coverage.
- Fostering Efficiency: Promoting open and shared architectures like RAN sharing.
- Ensuring Digital Inclusion: Strengthening economic, social, and educational development in vulnerable communities.
- Federal Development: Supporting equitable access to new-generation networks nationwide and extending the REFEFO (federal fibre optic network).
Beneficiaries and funding
The programme is available to internet service providers with SCM, STeFI, or SVA/SVA-INT licences and at least two years of service. Up to ARS 60 billion (about USD 48 million) is allocated, subject to change as projects progress.
Implementation and oversight
ENACOM will implement the programme through open calls and targeted projects, evaluating proposals on impact, sustainability, and network neutrality. The initiative will last up to 36 months or until funds are depleted, with strict oversight and audits to ensure proper fund usage.
