Gökhan specializes in global digital policy and regulation, with a focus on technological convergence, next-generation connectivity, spectrum management, and the international governance of scarce resources. Before joining Access Partnership, Gökhan worked at Turkey’s Information and Communication Technologies Authority, focusing on internet governance, digital transformation, and emerging technologies. He represented Turkiye at key international forums, such as the International Telecommunication Union (ITU) and CEPT. Gökhan also led the country’s 5G preparations, guiding the development of Turkiye’s 5G and Beyond Roadmap and establishing its first 5G testbed.
He holds an MSc from the London School of Economics and Political Science, an MA from Ankara University, and a BA in Political Science and International Relations from Boğaziçi University in Istanbul.
