Paula is a Brazilian lawyer specialised in technology policy and internet governance, with extensive experience advising international organisations and government bodies.


Paula is a Manager in the Global Government Advisory team, specialised in Digital Infrastructure. She works closely with governmental entities and international organisations to develop strategic approaches to digital infrastructure policy and technology governance. Her role involves understanding complex regulatory environments, providing policy recommendations, and supporting digital policy analysis across multiple jurisdictions, with expertise in bridging technical and legal considerations for technology policy development.
Prior to joining Access Partnership, Paula served as Head of Research at a prominent Tech & Media Law firm in Brazil, where she led comprehensive regulatory research initiatives. She has extensive consulting experience with international organisations, including the Internet Society, where she provided strategic guidance on internet governance matters. She also collaborated with the UK Government’s Foreign, Commonwealth and Development Office, contributing to their Digital Access Programme in Brazil, focusing on digital inclusion and connectivity projects.
Paula holds a Master of Science degree in Media and Communications Governance from the London School of Economics and Political Science, awarded through the Chevening Scholarship. She also earned a Diploma in Internet Governance from the Universidad de San Andrés and attended the Media Law and Policy Summer Institute at the University of Oxford. She obtained her Bachelor of Law degree from the Federal University of Pernambuco, Brazil, and is qualified to practice law in Brazil, associated to the Brazilian Bar Association in São Paulo. She is fluent in Portuguese, English, Spanish, and professionally proficient in French.
