Building the institutional capacity to govern the space frontier

The pace of change in space, spectrum, and non-terrestrial networks is outstripping the readiness of the institutions responsible for governing it. Through capacity development under the Access Partnership Institute, we equip regulators, ministries, and multilateral institutions with the technical knowledge, negotiating skills, and in-house capability to shape policy on their own terms and to engage with confidence as WRC-27 approaches.

The challenge

Low Earth orbit constellations, direct-to-device services, and the convergence of terrestrial and non-terrestrial networks are reshaping connectivity faster than most jurisdictions can respond. Many regulators and policymakers face the same gap: the issues on the table at the ITU are moving quickly, but the technical depth, negotiating experience, and human capacity needed to engage with them have yet to catch up.

The result is a widening divide between the countries that help write the rules and those that inherit them. Closing that gap is not a matter of one-off advice.

Deciphering the ITU and WRC

The architecture of the ITU; the WRC process from agenda-setting through the conference preparatory cycle; how to read and use the Radio Regulations; practical negotiation technique; and the outlook and strategic stakes at WRC-27.

Spectrum Management in the LEO Age

The fundamentals of allocation, assignment, and authorisation; the specific challenges of mega-constellations and NGSO coordination; spectrum-sharing frameworks; EPFD calculations, limits, and compliance; and the design of a national satellite spectrum strategy.

ITU Filings and Frequency Coordination

The ITU filing system and the lifecycle of a filing; coordination under the relevant Articles and Appendices; the role of the national regulator; and the common pitfalls, from paper satellites to due diligence.
