Avoiding a COP-out: How the UAE can ensure COP28 delivers

A gameplan to breathe new life into COP28.

COP28 was poised to be the pivotal climate conference, vital for the world’s future since the Paris Agreement in 2015. Building on COP27’s momentum and preparing for the first Global Stocktake on emissions progress and the path to net-zero, expectations were high. However, enthusiasm has waned due to concerns of the UAE Presidency being heavily influenced by the fossil fuel sector, causing outrage within the UN and member nations.

Progress on critical agenda items has hit a roadblock, with the Bonn Conference failing to make significant headway on climate financing and decarbonisation. The stakes are high as emissions must decrease by 43% by 2030 from projected levels in 2025 to have a chance at meeting the 1.5-degree Paris threshold. Unfortunately, current pledges fall far short of this target.

Amidst the uncertainty, negotiators cling to optimism, and there is hope that the financing challenge is now better understood. The business community gains a more prominent role in the proceedings. For COP28 to succeed, a bold and actionable plan is proposed. It calls for strong leadership from the UAE and UNFCCC, phasing out fossil fuels with industry support, ambitious national and sectoral targets, accelerated rollout of loss and damage funds, and centralising technology, finance, and nature’s role.

COP28 holds the key to making net-zero and nature-positive goals a reality, and the world’s future depends on the actions taken at this critical climate conference.
