The Opportunity

A multilateral development bank sought to develop a feasibility study for an Energy Transition Mechanism (ETM) in Southeast Asia. The challenge: many governments in the region continued prioritising traditional energy sources over renewables, while the client lacked detailed visibility into the diverse regulatory and market environments across countries.

The Solution

Access Partnership provided a comprehensive assessment of the regional energy sector’s policy landscape, identifying key regulatory opportunities and challenges. We developed a heatmap highlighting local and foreign independent power producers open to engaging in early retirement and replacement of coal-fired power plants. Additionally, we analysed existing blended finance mechanisms and their potential to support the creation of a special purpose vehicle for funding energy transition initiatives.

The Impact

  • Enabled public release of critical insights ahead of COP26, bolstering global awareness and support
  • Supported the launch of the ETM initiative at the G20 in Bali
  • Facilitated partnerships with Indonesian and Philippine governments to pilot early coal retirement projects
