Access Alert: European Commission Outlines 2025 Work Programme

On 11 February, the European Commission published its 2025 Work Programme, outlining 51 new policy initiatives under the theme ‘Moving Forward Together: A Bolder, Simpler, Faster Union’.

Framed by the Political Guidelines and the mission letters sent by the Commission President to each College Member, this work programme outlines the main initiatives the Commission will take in the first year of its mandate.

This year’s programme places a strong emphasis on simplifying regulations and ensuring their effective implementation across the EU. The proposed reforms are widely viewed as a strategic response to shifting geopolitical dynamics and increasing economic competition from global powers such as the US and China. While these changes have been welcomed by stakeholders advocating for deregulation, proponents of Brussels’ traditionally more regulated approach have voiced concerns. They argue that the EU is prioritising short-term reactions over a careful consideration of the long-term consequences.

The programme introduces 51 new policy initiatives – a significant increase from 18 in 2024 – aligned with the Commission’s seven headline ambitions. Meanwhile, some proposals – including Standard Essential Patents, the AI Liability Directive, and e-Privacy regulation – have been withdrawn, with the European stating they are no longer relevant or there is a low chance of agreement.

Key themes

Simplification and Competitiveness

The Omnibus package will streamline sustainability reporting, due diligence, and taxonomy rules, with a new category for small mid-cap companies to ease compliance. The Union of Skills initiative will address labour shortages, while the Competitiveness Compass will provide a strategic roadmap for tackling supply chain challenges, energy costs, and capital access.

Technology

  • Connectivity and Networks – The Digital Networks Act will improve cross-border digital infrastructure and enhance competition.
  • AI and Quantum – The AI Continent Action Plan will establish AI Factories across Europe, using nine supercomputers to boost AI development. The EU Quantum Strategy will pave the way for a Quantum Act to strengthen Europe’s quantum research and technology.
  • Business and Consumers – The European Business Wallet will simplify business and government exchanges, while the new Consumer Agenda 2025-2030 will aim to balance consumer protection with reduced regulatory burdens.
  • Cybersecurity and Digital Regulation – The Digital Package will streamline cybersecurity rules, remove outdated paper-based requirements, and review the Cybersecurity Act.
  • Space – The EU Space Act will introduce a regulatory framework for space operators, promoting a stable and competitive space economy, while addressing space debris and environmental impacts.

Looking ahead

With the new mandate in place, now is the time for stakeholders to engage with policymakers as these initiatives take shape. The programme is only the starting point and will require political support, collaboration, and adaptability within EU Member States to address evolving challenges.
