Augustine is a Senior Advisor to Access Partnership, specialised in telecommunications and spectrum management.


Augustine is an engineering and telecoms policy leader with deep regulatory and spectrum-management experience. He is International Director for Digital Economy at the International Association of World Peace Advocates (UN ECOSOC, since February 2024) and a Faculty Member at the Digital Bridge Institute, Abuja.
Previously at the Nigerian Communications Commission, he served as Director of Zonal Operations, Director of Digital Economy and Director of Spectrum Administration, leading national spectrum strategy and successful auction programmes. Internationally, he was Vice-Chair of the ITU Radiocommunication Advisory Group (2019–2023) and has chaired multiple national and regional committees for ITU events and initiatives.
A COREN-registered engineer, he is a Fellow of the Nigerian Society of Engineers and the Nigerian Institute of ICT Engineers, and a member of NIM (Chartered) and FintechNGR. He holds a PhD and MSc in Engineering Management, an MBA, a BEng in Electrical and Electronics Engineering (Communications), and an honorary Doctor of Engineering in Telecommunications.
