Carolina is a Senior Manager in the Regulatory Strategy & Market Access Team. She provides critical support for market entry and regulatory strategy for telecommunication companies, expertly coordinating technical processes related to licensing application requirements and offering strategic advice on regulatory matters to ensure compliance with regulatory frameworks across various jurisdictions globally. 

Carolina has over a decade of experience in the public sector, with significant expertise in telecommunications. She previously served as the Spectrum Engineering Group Manager at the Colombian National Spectrum Agency, where she played a pivotal role in the development of the satellite regulatory framework. She advised the ICT Ministry on technical considerations following best practices, managed most ITU satellite-related issues for Colombia, and participated in the World Radio Conferences as part of the National delegation. 

Carolina holds a Bachelor’s degree in Electronic Engineering from Pontificia Universidad Javeriana. She is proficient in both English and Spanish.
