Declan is an analyst in the Space & Policy team. His primary focus is British national space law and international space law. Simultaneously, he maintains a comprehensive understanding of national space laws globally, encompassing aspects of space sustainability and security, along with a nuanced insight into European affairs. His keen commercial awareness of the dynamic space industry further enhances his expertise, positioning him as a well-rounded professional in the evolving landscape.

Prior to joining Access Partnership, Declan gained experience as a space law researcher with the Space Generation Advisory Council. Declan has also previously collaborated with an executive agency of the UK Foreign Commonwealth and Development Office on an event focusing on space security.

Declan holds an LL.B. in Scots Law degree from the University of Dundee and an LL.M. Space Law with Distinction degree from the University of Northumbria.
