Declan is a Policy Analyst in the Space and Spectrum team. He is focused on space sustainability, space law, European affairs, and spectrum. Prior to joining Access Partnership, Declan gained experience as a space law researcher with the Space Generation Advisory Council where he researched international legal obligations regarding space sustainability. Declan has also acted as rapporteur for an event held by an executive agency of the UK Foreign Commonwealth and Development Office. He also collaborates with universities and colleges to improve accessibility of space law and policy.

Declan holds an LL.B. Scots Law (hons) degree from the University of Dundee and an LL.M Space Law with Distinction degree from the University of Northumbria.
