Declan is an experienced policy professional. He joined the Access Partnership from the UK Department for Science, Innovation, and Technology.

Declan has worked at the forefront of Digital policy, helping to establish the UK’s approach to Digital Trade and designing and implementing the UK’s first independent international data transfer regime. Declan also worked in Online Safety, where he helped deliver the Online Safety Act and the UK’s Online Media Literacy Strategy. He sat on the Council of Europe’s expert advisory committee on the integrity of online information.

Declan previously worked for Accenture. He has an MA In International Political Economy from King’s College London.
