Dr. Tiffany Harbour is a public policy professional with over 20 years’ experience in international risk management and cybersecurity, in public and private sectors. She has led several efforts across sectors in working with government authorities, trade associations, non-governmental organisations, and civic groups to address cyber risk, regulatory engagements, national policy implications, and resilience.

Tiffany’s passion focuses on emerging technology impacts and emerging markets. As a Senior Vice President leading Bank of America’s International Public Policy for Asia Pacific and Latin America, she served on the International Committee of the Financial Services Sector Coordinating Council (FSSCC), as the chair of the United States-India Strategic Partnership Forum (USISPF) Cyber Policy Committee, and as the chair of the Cyber Risk Institute (CRI) Global Standards Subcommittee.

With 15+ years of intelligence and cyber operations experience, Tiffany served the Department of Defense as the Cyber Mission Manager for a national intelligence center and has held supervisory and senior roles focused on intelligence, enterprise risk, information operations, and strategic outreach. She is an Air War College graduate and US Army veteran.

Tiffany holds a Doctorate in Public Policy and Administration, a Masters in Latin American Studies, and a Masters in Humanities with a focus on Modern Languages. She was awarded the Tinker Fellowship for field research in Latin America.
