Dr Héctor E Castro is Vice President for Health and Life Sciences, where he deploys health innovations to improve health outcomes through purposeful policy. He has deep technical knowledge in the areas of value-based pricing, market access strategies, health technology assessment, managed entry agreements, real-world data, and health sector reforms. His focus is on Latin America and the Caribbean, as well as other emerging markets.
Héctor has 25 years of experience working in organisations such as the World Health Organisation (WHO), NICE International, USAID, and the World Bank. He was the Founding Director of Colombia’s Health Technology Assessment (HTA) agency and Director of the Department of Innovation and Access to Medicines and Health Technologies at the Pan American Health Organisation (PAHO). He is a Non-Resident Fellow at the Centre for Global Development, and before joining Access Partnership was the Executive Director of Health-R LLC.
Héctor is a physician and surgeon from the Universidad del Rosario, and a Doctor of Public Health and Health Economics. He holds an MSc in Health Policy, Planning, and Financing from the London School of Economics and London School of Hygiene and Tropical Medicine, and was a Takemi Postdoctoral Fellow at the Harvard School of Public Health.
