Hugo has significant experience in the communications sector, most recently serving in the Ministry of ICT of Colombia, where he worked for eight years. During this time, he led satellite issues and spectrum management, both regulatory and technical, as well as representing Colombia in international settings such as CITEL and ITU. At WRC-19, he was appointed Deputy Head of Delegation, leading the priority issues on the Colombian agenda. Before his time at the ICT Ministry, he worked at Telefónica Colombia for eight years, where he held both technical and administrative positions.

Hugo holds a Master’s Degree in Business Administration from Universidad Externado de Colombia and a Bachelor’s Degree in Electronic Engineering from the Universidad del Quindío. He works in English and Spanish.
