Juliana has over a decade's worth of experience in the public sector, having worked mostly in digital development and ICT policy.

Meet Juliana

Juliana leads the Regulatory Strategy & Market Access Team. She supports regulatory bodies in modernising their regulatory frameworks, licensing procedures, and spectrum policies. A trained lawyer with over a decade of experience in the public and private sectors, Juliana advises companies on navigating regulatory frameworks to support swift and efficient market entry of technology products and services, managing risk and uncertainty to allow innovation.  

Juliana previously worked as an Adviser to Colombia’s Deputy Minister of Connectivity and the Deputy General Director of the Department for Social Prosperity. Prior to these positions, she worked as a Preventive Procedures Consultant for the United Nations Development Programme. 

Juliana drafted the legislation that changed the regulatory framework for telecommunication services in Colombia and the Universal Access Fund in 2019; she also designed the regulation for public-private partnerships in ICT projects and the regulation to implement coverage deployment as a means of payment of spectrum fees. She was part of the team that conducted the 4G auction in the country and took part in the preparatory 5G roadmap in Colombia. Juliana designed innovative ICT strategies and programmes to provide access to governmental services with a focus on underserved communities. 

Juliana holds a Master of Law with an emphasis on Economic Law from Universidad Externado de Colombia and a Bachelor of Laws from Universidad de Caldas. She works in English and Spanish.
