Marc participated in World Radiocommunications Conferences since 1997, serving as lead negotiator on Canadian priority agenda items. He has led the Inter-American telecommunication (CITEL) committee preparing countries of the Americas for WRC-07 and WRC-03 as its Chairman and Vice-Chairman, respectively. Since then he has provided leadership in Canadian delegations in ITU, including in meetings of various ITU-R Study Groups and Working Parties, Radiocommunication Assemblies, CPMs, WRCs, and Plenipotentiary Conferences. He also led Canadian delegations to CITEL PCC-II for over 10 years.
Most recently he was Deputy-Head of the Canadian delegation at WRC-15 where he led negotiations to a successful conclusion for the Global Flight Tracking (GFT) agenda item. Similarly, he had managerial Canadian delegation responsibilities at WRC-19 where he led negotiations on the HAPS agenda item. Through his own company in Canada, Alcance Consulting, Marc provides strategic ICT advisory services to both public and private sector clients.
