Matthew is a Senior Manager based in our London office, bringing extensive experience in tech policy advisory and consulting for public and private institutions across Europe, the Middle East, Asia, and Africa.
Before joining our team, Matthew was at McKinsey & Co., consulting on tech/communications policy, economic strategy, and sustainability projects across several regions and leading internal efforts to develop client offerings in generative AI. Prior to that, he was a Senior Postdoctoral Associate at the University of Oxford’s Blavatnik School of Government, where he led tech policy research and managed advisory work with national governments on technology governance and digital economic development. His consulting experience also includes working with the World Bank on industrial policy, labour economics, and national infrastructure development in South Africa, Bangladesh and Indonesia, and advising Research ICT Africa on the development of national ICT use surveys for ten African countries.
Matthew is an expert in the measurement of digital inclusion and has published his research in the World Bank Research Observer and presented widely on this topic in policy and academic forums. Originally from South Africa, Matthew holds a PhD in Economic Geography (Applied Economics) from the London School of Economics & Political Science, a Master’s degree in Economics from the Paris School of Economics, and a second Master’s degree in Urban Planning from the Darmstadt University of Technology. He also holds a professional certification in AI Governance.
